Zelenskyy Rejects Wartime Elections Amid Drone Attacks and Diplomatic Efforts

Ukrainian President Volodymyr Zelenskyy has firmly rejected calls for wartime elections, stating that such a move would 'destroy' the country. In a video address posted on YouTube, former Defense Minister Mykhailo Fedorov argued that 'democracy cannot be held hostage by Russia' and demanded a legal mechanism to hold elections even amid ongoing war conditions.

Zelenskyy's rejection comes as Ukraine intensifies its drone attacks on Russian territory. The political standoff highlights the complexity of the ongoing conflict, with military strategies evolving alongside political challenges. According to multiple sources, Zelenskyy detailed his rift with Fedorov for the first time during a two-hour off-the-record meeting with reporters on Saturday, with a transcript released publicly on Sunday.

Fedorov's dismissal in July sparked protests across Ukraine, with thousands initially demanding his reinstatement. The 35-year-old former ally of Zelenskyy is widely seen as a popular figure known for his advocacy of drone warfare and anti-corruption efforts within the defense ministry. His call for elections came just hours after Zelenskyy confirmed he had asked parliament to approve Yevhen Khmara as Ukraine's new Defense Minister, effectively closing the door on Fedorov's potential return.

Zelenskyy offered Fedorov four different options to continue working in the government, all of which were rejected. In his address, Fedorov did not mention Zelenskyy by name but criticized what he described as a 'systemic crisis of governance' and condemned official corruption for undermining Ukraine's war effort.

Zelenskyy has argued that holding elections during the ongoing conflict with Russia would pose significant risks and could split the country. Ukrainian law currently bans elections during wartime. Zelenskyy also addressed issues related to defense spending, inaccurate information provided by the Defense Ministry, and an awkward encounter with U.S. President Donald Trump over the use of Starlink in Russia.

On the battlefield, Zelenskyy highlighted Ukrainian forces' progress in recapturing the Dnipropetrovsk region and predicted that by the end of the year, Ukraine could reach parity between the territory occupied by Russia since the beginning of the year and the territory retaken by Ukrainian forces. He also discussed severe financial pressure on Ukraine's defense effort, including a $27 billion budget shortfall.

Ukraine has recently received a small number of US-made Patriot interceptors capable of shooting down Russian ballistic missiles, Zelenskyy said. He did not specify how many had arrived or who supplied them. Kyiv also got confirmation of future supplies of the French Crotale surface-to-air missile system. Zelenskyy emphasized that Ukraine needs 5% of US Patriot production to meet its needs but has only been receiving 1%. Russia is set to extend its diesel export ban through September as fuel shortages persist in the domestic market, with refineries still idle following repeated Ukrainian drone attacks.

In a related development, Zelenskyy proposed a maritime truce in the Black Sea based on proposals by Egypt, India, and Turkey during his speech at the United Nations on September 23. He stated that Ukraine is ready to ensure safe shipping and food security in the Black Sea if Russia takes real steps towards de-escalation. Global wheat prices have soared due to disrupted supplies from the Black Sea region, which is a major source of wheat for Asia, the Middle East, and Africa.

Russia conducted drone strikes on Kyiv on September 23, hitting railway infrastructure, warehouses, and fuel stations, resulting in at least two deaths and 22 injuries. Katarina Mathernova, the EU ambassador to Ukraine, posted on social media that buildings near the EU delegation were burning due to the drone strikes. Zelenskyy met with European Commission President Ursula von der Leyen to discuss ways to address Ukraine's budget deficit caused by rising military expenditure.
